Surge with Tight Chain ???

If a chain is too tight will the bike seem to surge?

Hi there. I had terrible engine surging develope while trying to stay at a steady speed on my K3 1000. Usually around 30 or 40 mph. I then noticed my chain was wrecked. It had an awful tight spot while the rest of it was very slack. I know, should have checked it more often! When a new chain and sprockets where fitted the surging vanished completely and hasn't returned since. Don't really know if the bike would surge as a result of having the chain as a whole adjusted too tight.
