Pollution Control vs. Full Tank Surging (E-03 vs. E-33)

The California bikes are known as E-33, while the rest of the US is known as E-03.
Where are these numbers noted on the bike? The main difference between the two is the Canister on the E-33 California model.

People on various V-strom web sites state that when the gas tank is full and the bike surges and hic-cups, to remove the canister. If I have an E-03 bike, there is no canister, so what is the fix then for the full tank syndrome???

This is in reference to the 2004 DL650.
