Full tank of gas, sputters at low revs. Any ideas?

My 2005 Strom runs well when the tank is not full. When I fill it, it sputters around 2500-3500 rpm when just putting around neighborhoods. Someone recommended taking out charcoal canister because gas is sloshing in to the air system??? Anyone know anything about this and how to fix it?

remove the 2ndary throttle plate, pretty easy to do, look it up on the strom yahoo group ! world of difference !
