Lowering the bike - Need torque specs

I've got the dog bones to lower my DL650 19mm. I figured I'd lower the front about 15mm by moving the fork tubes up.
First; Does 15mm seem about right to balance the front and rear? Or should I go more?
Second; What is the torque for the links and the fork bolts?

No idea what to use for the links. Probably best to contact the manufacturer and ask them. For the fork bolts it's 16.5 ft-lbs. 15 mm is exactly what I lowered mine.
