Headlight modulator help please.

In the middle of Eastern beaver headlight modulator and having problems. Went through install as Jim's site recommends. Tested as recommended hear both relays. Placed fuse as instructed but only getting low beam no high and subsequently no modulation. Rechecked connections X3, 4, 5 for good measure. Checked voltage to supplied fixture have 12v. Tried new bulb no dice. Anybody have any Ideas? I emailed Jim and suppose he will probably know what is wrong but I would like to get this solved tonight if possible.

Which one? I have the kisan model and it was straight forward. Does the high beam work at all?

It's the one from eastern beaver (jim's one of our members). No highbeam, no modulator. He e-mailed me and I ran a test but it's well after midnight in Japan so I don't plan to hear back until tomorrow. I am guessing one of the relays is bad but I dont know. Install is pretty simple so I don't see how I could have screwed anything up but who knows.
