Metric = " loose " taillights ??

Is there a law that says metric bikes must be shipped with taillight / license plate light housings " loose " ( as in needing a washer ) to keep from flopping around ?? Easy fix unless you drop the taillights screws / bushings into the abyss. Am I missing something here ? Is there a reason they all seem to be this way ?

UPDATE: Just found an easy fix. I cut a piece of 1" OD rubber heater hose to a length of about 1.25" and wedged it between the " v " in the taillight housing and the metal horizontal bracket. I reached in and put a dab of yellow weatherstrip adhesive over the hose / bracket meeting point but is probably not needed as the hose is pretty snug against the taillight anyway. No more flopping taillight.

My Warrior shook so bad that I demolished the taillight one time after I modified the mounting system so it was rigid.

Dont know. The Vulcan was the same way. Added a washer for more bite and never had a problem.
