This is the recommended way to tighten the top clamps:
The top bolt should be screwed in until the top clamp part barely touches the underside of the clamp(do this by hand), then tighten the bottom clamp to 16.5ftlbs, then tighten the top to 16.5ftlbs. You want to use the bottom part of the clamp as the "clamping force"...if that makes sense...and yes, it will touch...on the top...but the bottom won't.
Also, remove the brake line from the bottom wire completely. Everything has been fine for me this way for 8K miles.
If you're not using any type of bar risers, you should have plenty of room this way.
