repainting powdecoated aluminum

Has anyone repainted aluminum panniers that were powdercoated?
My silver HT Tetons are quite scuffed from close encounters with tree branches.. Would like to repaint black.
I read a light sanding of the powdercoated surface and oil based spray paint should work. Any other tips before I dive in?

It will be good for you to completely strip the power-coated.
or else when you paint them you will see a "step" on the newly painted surface as there is an uneven surface.
