You say it has the factory side bags.
Before buying I recommend you remove each bag and carefully examine the back (attach side) of the bags. I bought my '07 Wee a year ago, also with factory side bags, and didn't discover for a few days that one of the bags was badly broken / cracked on the back side. The dealer who sold it to me either didn't know or didn't tell me and I didn't think to look. I think the factory bags make the bikes super-wide, too wide for my liking - for everyday use.
In my situation now, knowing that I really enjoy these bikes, I'd buy new (Romney in WV), but if ~$2,800.00 extra dollars means a lot to you the super-low miles Wee you've found (with ABS no less !) should make a great bike. If you ride a lot (say 500-1000 miles per month) the stock tires will be gone within a year and you'll then be riding on new tires of your liking.
Based on my experience and what I've read here I'd anticipate a need to change the TPS (throttle position sensor ?) before it gets to 15,000 miles (I'm preparing to change mine now). It and its installation tool (a special Torx wrench) cost less than $100.00 delivered and it's supposed to be fairly quick and easy to install. I can't get away from work long enough to install one on my bike. I've read many posts about TPSs, so I think the failure rate is higher than should be expected. (I think I might have read the new / replacement TPS "sensors" are supposed to be improved from what came on the bikes. I hope that's true as my bike has less than 15K miles and needs, I believe, a new TPS).
