No, you don't have to smog a non-California motorcycle brought into California. We don't smog motorcycles here. Nobody would know how, our smog stations have no equipment for smogging motorcycles. It simply has to be used, not new. "Used" is defined in the California code as having 7500 miles or more on it. It also has to have a valid US EPA emissions sticker, which they check at the same time they check the VIN. Unfortunately the emissions sticker on some Wee's is under the gas tank :-(. Bring tools.
Now, a *car* does have to be smogged when imported into California...
As for your guy with the Harley problems, if it was not California-emissions certified yeah he would have problems. Presumably he had to do some illegal-ass sh*t to get it registered in California, since there's no legal way to do it until it has 7500 miles or more on it...
