I don't see anything negative about a high beam in the video. It did appear that one bike was using high beams in traffic while light conditions were low enough that everyone had their headlights on. If that was on purpose I disagree with her choice. It still made him very visible, at least to the camera sensor. My eyeballs don't react with that big blob the way that camera did.

At night, plain visibility is not much of an issue. Whether the hi-beam or low-beam is on, somebody looking at approaching traffic will be able to see that something with a headlight (or closely spaced pair of headlights) is approaching. The problem is with casting excessive light into the eyes of somebody who is trying to decode not just the fact of something approaching, but where it is and at what speed. The excessive light makes all the other cues less visible. Because it is the changing angular relationships between all the lights and with the observer's maybe-fixed reference that permits distance and speed estimation, making those other cues less visible degrades that process.

I don't know if you have the same problem up there, but down here there are a lot of vehicles running around with HID and ultra bright LEDs. The glare swamps other traffic in the mirrors and is a real PITA.

Just looks like it was aimed too high. Many people don't adjust their head lights properly. It's easy and fun to do.

I concur.
High beams blind me and I can't help but to fixate on them.
Stop it.
