Looks like a Cee Bailey Tall touring screen 23".

I have the exact same one mounted on a Mad Stad, though I ran with it for a year on the standard bracket with no issues.

I like it but it's definitely for a tall rider. I do look over mine and it keeps my head in a nice bubble of calm air. They might have changed the design slightly on the newer shields.

I think it is the new National Cycle Vstream shield. I've never used one, but here's an ebay listing.
