this summer, on my way home from Billings, I'll be going through Rocky Mt. Nat. Park, then west along 40, and wanting to go north to Green River for one of my night stops. Anyone know which route is more scenic, through Manila on 44/530, or through Dutch John on 191 ?

Are you saying you'll be traveling to Billings from Rocky Mtn National Park with a stop in Dutch John? If so, the most direct route would be to take 191 out of Vernal, UT. I suggest spending the night at the Red Canyon Lodge or the Flaming Gorge Resort both in Dutch John. You should make a reservation since they fill up fast for the fly fishing season. If you're a fly fisherman, you should stay an extra day and fish the Green River. It's one of my favorite places to fish!

The next day from Dutch John, you can either continue on 191 or take 44 to Manila then hook on to 530 to Green River, Wy. I don't think that detour would be worth it if you're just going to go back to Billings via 191.

nope, I live in Southern Oregon, and ride to Billings each summer to visit family. This year, from Billings, I'm going south into Wy, down through Riverton Wy, east a bit, then through Rocky Mt. Nat. Park, then west toward home, but wanted to go past Flaming Gorge, but was wondering which road north was most scenic, 44 or 191, I am then heading west again, to Wendover, then south to US Hwy 50, to Fernley Nev, then back roads north and west to Medford, Or.
