Yeah, my in-laws live up there and apparently the story is that he does this every couple of years to garner breaks and incentives from the local community to entice him to stay. Don't know if that's truly the case, but it is the "word around town" so to speak. If it's true, then it's not really a great way to do business IMO, and I'd say let him leave.
Was surprised the last time I was in Maggie Valley however. Seems like a lot was closed down, or just not moving like it used to. This was just a few weeks ago.
