What's this part?

I found this on the ground after working on a lot of different parts of my 2008 DL650A. Any help is appreciated.

2008 Suzuki DL650A VStrom "Bucephalus"

Edit: it's metal.

I don't have a 2008 DL650, but it looks like a spacer that would be used to attach some of the plastics. The step creates a gap for the plastic piece to avoid being crushed by the screw and allows some degree of movement even once the screw is fully tightened metal-to-metal.

I don't recognize it but rubber, plastic or metal?

Luggage rack spacer that fits between the rear two holes of the top rack and rear fender. There should be 2 spacers.

I definitely have fasteners as you describe, but they're smaller.

Thanks, I'll check that. I did have all that loosened up.

Edit: you are exactly correct, thank you. I have several layers of plates back there, and never would have spotted this is your hadn't told me.
