When autonomous cars hit the market those who should have them, won't, and so what we have now will continue way beyond our lifetimes.
Initially they will be adopted by people who are not the problem. Anyway, the autonomous control will be dis-connectable. Certainly that's what Arnold Schwarzenegger found. :ROFLMAO:
This is like the atmospheric pollution issue. Some will comply but others will not. Then what is the point?
Unless of course you have a totalitarian socialist government like Orwell's 1984.

In my most hopeful moments, I imagine a well designed economic model that encourages people who need it to get it. e.g. With your first accident (at fault) your insurance rates go up by 50%. On your second at fault, they triple.

Unless you switch to and use an autonomous car.

The revised insurance structure would better reflect the total cost to society of having bad drivers. The current structure protects bad drivers to a degree by spreading their cost and risk among all the good drivers.
