Hey folks. I have an '04 Wee with 40k miles on it. I had the chain and sprockets replaced a few months ago and also put some bar risers at the start of the summer. A week ago I tightened the chain and left it looser than spec by a bit (eyeball), but for the past few days I have had problems shifting in to neutral. IT is really hard to shift and goes past N either way when it does shift. This only seems to happen while stopped. I think it may have something to do with the clutch cable but it hasn't been messed with in a couple months. Any thoughts?

When stopped can be a problem. The parts need to be moving for smooth shifting. Try to get into the gear you want before stopping (hopefully 1st approaching a stop so you can get out of a rear-ender's way and let them hit somebody else). If you're in neutral and can't shift into gear, let the clutch out so the parts spin, then disengage the clutch and shift while everything is still spinning.

Be sure to understand the correct procedure for the 650 clutch adjustment. There is an adjustment where the lower part of the cable goes into the case.

PTRider has your answer, though.
You should try shifting a 1965 Triumph 650 if you want to experience shifting problems. That was the worst bike I've had for shifting.

Might be completely off the track here, but this weekend i put new sprockets and chain on my K9.
To get a socket onto the front sprocket nut, i removed the clutch actuator that is over the front sprocket. I removed the cable from the clutch lever and also from the actuator down below. After putting it all back together where i reckon it was, i went for a ride to make sure the chain adjustment was ok. I couldnt believe the ease of the gear changes, im thinking i may have put the cable back in in a slightly different spot, and the clutch is fulling disengaging, where maybe it wasnt quite right before.
So check your clutch cable adjustment at lever and actuator, it might make a big difference.

when someone reports shifting problems, my first advice always is to check the shift linkage, make sure it is clean and lubed

by clean, I mean take it apart, get all the grunge out of the gimbals that are under the rubber boots , relube with fresh grease (use a needle tip on yer grease gun and slide it under the boot )

some times, if you have a lot of miles, the linkage is loose and sloppy and cleaning and lubing won't work, if so, replace the linkage with new
