Are they the lid stays to keep the lid from hinging 180 degrees??
Pannier Straps?
What are these? One package came with each aluminum pannier. They come with 2 screws and 2 spacers.
The only thing I can think of is they get screwed (replacing screws that are already there) to the lid of the panniers and serve as some kind of securing strap.
