Oregon riders - how are the dirt & gravel roads out in the high desert looking?

Might be making a bit of an on/off pavement trip through there in a week or two. Camping, riding. Particularly interested in the Hells Canyon area and then farther south, near Steen Mtn.

My past experience with the Steens area in general is that all the gravel roads are maintained very well. The Loop Road, which the one that takes you over the top of the Steens, probably won't be open until mid July sometime. They like to wait until the snow melts and the road has a chance to dry out. But you can travel up to Fish Lake before the whole road is open. And it's great place to camp.

I have heard that hwy. 39 into Joesph will be open for traffic while they are finishing up with the paving.
