I can't push in the little red hazzard button, I can't pull it out. I feel the turn signal switch seems to click twice to the right, but it still doesn't affect the hazzards in any way.

Is it stuck?

The usual problem is the two screws in the housing were switched. The longer one will jam the switch so it should be in the other location.
