That looks like a Givi M5 Monokey universal plate. Other than that, I am absolutely no help. You might check with Givi USA. They are located in North Carolina too.

Tour & Ride is the official "retail" side of the Givi USA importer. I bought a set of E41 shell doors from them a few years back.

That M5 plate is somewhat universal...being used in various kits for other bikes..along with kits for 2014 & up V Strom 1000/1050 + 2017 up 650s. But Givi doesnt make mounting plates to fit M5 plate

However...the 2 steel plates w/ hdw you have are made to work with the universal plate E250 shown in pic or the newer version E251.
Those plates can be mounted in at least 2 different positions I believe...fwd or back for more passenger room. Pics show E250 plate on my 2012 DL650

As per my pic above, i have the exact same mount on my 2004. I put a cutup tire tube between the center piece and the honeycomb to get rid of a vibration noise from the back of the bike when I'm riding around without the case on.Tour & Ride is the official "retail" side of the Givi USA importer. The Strom is new to me last fall and I'm still getting used to the hard cases. I kinda don't like the one on top (scooter looking) and the side ones seem useless to me as you loose everytyhing you put in there when you open it. I guess i'm just used to my leather sidebags on my Shadow.
nice tail light, mine jiggles around a lot I'll probably need one of those soon.
