IDK who's it is but if its complete and running, not sure you can expect a lot more for sub 2K.

Take it for a quick spin and make sure it goes through all the gears. Check to see what else functions or doesn't and the title status. If everything works within reason and it's got a good clean transferrable title/registration, it's time to start negotiations.

Theres an older 1000 Vstrom about an hour away from me with 200,000+ miles and I think he was wanting $2,500 for it. Surprisingly it's still for sale (insert sarcasm).

The bike is in decent shape, gets through the gears fine, and has good power in 3rd and 4th (didn’t get above 50). It has been laid down but the tank is fine.
Red flags. Current owner has had it for 3 weeks. He said previous owner had it less than a year. I can smell fuel on start up and when idling. And as you can hear in the video the clutch is noisy and growls a bit in low RPMs in first gear (not super concerning) but the metallic tick that is emanating from the top end is concerning. While it could be that it needs a valve job, with no known history I have no idea how long it’s been making this noise, if it’s changed or gotten louder/softer, or what could be the cause. Worst case scenario is low oil pressure and a new top end, but who knows.
Is this noise normal? What do y’all think?
