is that normal. looking to buy a 2007 used wee strom or is something not right.

When I downloaded the 2007 Owners Manual for mine I got the ABS version. I think it's like my Goldwing and the ABS version covers both models.
It's the same manual. The ABS unit and sensors are the only difference between them.
The only maintenance difference between them is that you need to be more careful to not get air in the brake lines when flushing the fluid because it's a pain to get out of the ABS unit. Other than that, it's the same bike.
