Which one, Giant loop or Ortlieb panniers

Thinking about taking advantage of the close out on the giant loop great basin bag, but have a few questions.

1. Understand they they are not waterproof, but will seam seal the tread holes. So the question is with only 2 magnetic fasteners on the zipper cover does rain make its way into the bag? Thinking I might sew/glue on Velcro to get it to better seal along its entire length.

2. Without any rear side racks on the bike, do they rub againist the rear plastic on the bike. If so was thinking about getting the side luggage racks on eBay.

3. Finally, any body have thoughts on the Ortlieb panniers?

I have a great basin bag, I have only used it a couple of times. I applied the seem sealer that came with the bag and would think it would be pretty water tight. Still would probably be a good idea to place some items in plastic bags just in case.
It does ride on the side panels of the bike. I just put some blue painters tape on the plastic where it rubs. I was worried about the exhaust but the bag rides in front of them. I am happy with mine, I hope to get more chances to use it soon.
