removing stubborn bar end. . .

I was going to remove my bar end to install a throttle-lock. I loosened the nut (not all the way-I learned my lesson), but it refuses to budge. It seems "frozen".

Any suggestions would be appreciated.

Push in on the screw. Then pull on the bar end and rotate around in a circle as you keep pulling.
the rubber piece that expands is stuck to the inside of the bar, which is good, until you want to remove it...

When you learned your lesson on the first one were you able to find ne hardware? Seems like I am having a lot of learnings.
