horizontal headlight aim: idiot nuts?

The vertical headlamp adjusters on my '08 Wee definitely work. The horizontal adjusters -- yes, even with one lamp disconnected -- appear to cause no movement at all.

What am I missing? Are these designed to merely keep an idiot busy for hours?

Well, I don't know; did they keep you busy for hours?
Try looking in Section 6 of your user manual; I have it on page 6-41, and the horizontal adjuster seems to be on the top-left corner of the light if you look at it from the back.

Looks like the problem was that I had one of them backed out so far that it was out of the adjustment range.

Turns out I'm smarter than the nut after all.
