The cush rubbers give some shock absorption for the rear sprocket carrier and bearings, but when they are worn you get excessive play and wandering of the sprocket carrier in the hub. Shimming the rubbers with bicycle tire tubes is extremely popular "did it on my last 1000" and it worked very well. If you can easily pull out the sprocket carrier from the hub, the rubbers are worn and need replaced or shimmed. Some pretty good DIY threads on the forum for how to do that. The rubbers are not very expensive, you might just replace them, the 650's don't wear out often but the 1000 is notorious for it.
