throttle cable routing

I just purchased an '05 "wee", and noticed that when the bars are turned all the way to the right, the throttle cables hit the gas tank and have actually caused a chip in the paint.
As I investigated, I have come to the conclusion that the throttle cables are supposed to be routed over the TOP of the right side lever, and mine go under.
As a quick fix, I adjusted the angle of the cables, and they no longer hit the tank.
Am I correct about the proper routing? (OVER vs UNDER)
Is my fix ok for the long term?
Is there any problem in removing the brake lever and rotating the throttle cables up and re-installing the lever?
Is there an easier way?
The bars look stock to me, so I'm not sure how this could have happened!

Over the top is correct. Here's my '05 picture.

Pat- 2007 DL650A was ridden to all 48 contiguous states. I didn't quite make it to 17,000 miles on the 2012 DL650A.
