with a Florida Driver License.
I picked up a little slip of paper at a local Police Station. Here is what it says:
Emergency Contact Registration
The Department of Highway Safety and Motor Vehicles urges you to make your emergency contact information available to law enforcement in the event that you are involved in a crash or other emergency situation.
It's simple to enrol by going to http://www.hsmv.state.fl.us
and selecting emergency contact information. You will be able to enter the names, addresses, and telephone numbers for two emergency contact people. That information will be stored in a secure protected data base with your driver record or identification card.

Understand that any data you provide will likely be shared among all law enforcement agencies that ask for it, so if the police want to look for you, this is one of the sources they will use first. If you plan to provide somebody's name and address, perhaps you should get that person's consent before registering.
I just followed the directions; they are accurate and easy to follow. Just click on or near the picture of the cellular phone in the middle of the screen, and follow instructions, you know the drill ... feet wide apart, hands on the hood ... wait, those are the USUAL instructions ... these are much simpler.
