Rust on frame

Hello,

Is it pretty normal or not of concern for the following paint cracking\rust to happen in the attached picture? Should I fix it ASAP?

It must look worse in real life because I see nothing in that picture that concerns me. Is the bike brand spanking new?

My eyes aren't great for reading, but I cannot see anything either. Perhaps draw a circle on the picture where the problem is and upload it again. I do see chips in that black bushing thingy. You could touch those with a brush if it bothers you

I have no idea of what that exactly that is a pic of. Not clear. I may be wrong but I think the frame of DL's is aluminum which doesn't rust. It just gets eaten by aluminum termites. More, bigger, and better pics maybe help us out.

I was referring to this circled spot in the attached picture. I went out and poked at it a bit and it's actually rubber.
