Is this a cap or is it one piece?

Is the image attached a cap that is removable or is it one peice?

I have a ram mount that I want to install here and I cant determine if this is one peice of two?

It's a nut, fur sure. It may be the locking nut for the nut underneath that tensions the steering stem.
You could take it off and drill and tap it for the Ram mount. It may have enough metal to take the threads?

I should have been more clear. On some bikes the steering nut is hollow with a cap covering the top of it to conceal the empty space and make it look cleaner. The ram mount I purchase was the stem bas mount that fits inside the steering nut (its a rubber grommet more o r less) . My trouble is getting the cap off. Which I assume isnt a cap and must be replaced with a simple nut or cut out.

What size and tourque specs would I be looking at here if the top of this doesnt come off?

You can get a handlebar Mount or get a mount from Adventuretech. There’s lots of ram mount options. Mirror mounts, lever assembly mounts etc. eBay has lots of different models

Thanks for the response.

I have the “claw” from Ram and its okay but just a bit in my face and it vibrates like crazy.

I should have done my homework on the stem mount but thats what I get for assuming.
Would drilling or cutting it out only the center peice be an option here or am I creating too much work for my self for little return.

Its a cap nut and needs to be there or be replaced with an ordinary nut of the same size:

Google is your friend, use it

There are really many simpler and probably better solutions to you task. Why not put a Ram clamp around the handlebar. Better yet an above the instrument panel shelve? That way the GPS is not obstructing the instruments and it's the best, least distractive location for use while riding.

Yah, I made a shelf that has an old Garmin mounted on it. It where I put my camera too.
