Suzuki (Trax) side case installation questions

Mounting frames are attached and bags "fit" on the frames, now the questions. I don't know how to quantify the amount of force but here are my questions.

1. How tight should the bag be to the frame, i.e. how tight should the latch to frame connection be? Now when I flip the latch to connect the case to the frame it is snug, is that enough? Or should it be a more positive "clunk" and take fair amount of effort to close the latch handle?

2. I've tried to adjust the hanging frame such that there is little to no force on the mount points when you attach or unattach it. When I unattach the frames at the quarter turn screws the frames do "pop" a little showing they're under some force. Is it possible to get them to mount totally neutral, i.e. no force on them? Or do I just ride a bit and let the install settle in first?

Not sure I can quantify it either, but I adjusted mine to be tight enough to prevent rattling of the cases when they are empty.
