Do these seals need replacing?

Here is a picture of my fork seal.

They seem a little dry rotted up top, is it time for just replace them? I have to do the steering bearings as well, so it might be easier since the forks are already coming off?

That seal is actually a dust seal. The fork seal is below that item. They won’t get any better so if you’re going to have the front end apart...

If there is zero leaking from the seals could I just replace the dust seals or should I just go for the whole thing?

I don’t like to fix things that aren’t broken. If the oil seals are not leaking you are probably ok with just the dust seal replacement. On the other hand you have to factor in the age and mileage of the bike. Do you know the history of maintenance performed? Has the fork oil ever been changed?

I don't have history of maintenance, to my knowledge the previous owner did not replace anything. The bike has just under 50k miles at this point

Checking your profile shows the bike is an 06. Knowing that and your uncertainty of it's maintenance history, I would replace oil and dust seals along with a flush and new fork oil.
