I got mine at Auto Zone or Advanced Auto, don't remember which. They were Dorman Products "vacuum caps" and probably can be found on-line too.

Oh, forgot, if you need them on the end of a hose, use "vacuum tubing connectors" and then the cap.

Went to Auto Zone and picked up some vacuum caps.

I capped the nipple on the tank that leads to the carbon canister. The line going from the canister to the throttle bodies was made of two tubes, connected by a vacuum tubing connector. I disconnected them and capped the end going to the throttle body.

1. There was definitely a lot of gas in the carbon canister
2. The bike ran perfectly after capping those two lines

So there you have it, it was gas in the carbon canister all along, causing all kinds of vacuum issues. I suspect the tube in the tank is cracked and letting in gas, but didn't take the tank apart to check. It doesn't seem worth it. Any reason I should?

Glad to hear it's running "perfectly". For now, keep an eye on if the tank needs to be vented. As mentioned in the post it was not determined if the tank needs to now be vented. Sounds like CA emissions have a sealed tank system.

How can I check if the tank is vented or if I'll need to replace it with a vented tank/cap?

The CA emissions are suppose to be "sealed". So by plugging the system off,, the tank "should" be non vented. Possibly creating a vacuum as the fuel is used. If you read the post I attached, bdesj vented his cap but was not sure if it was needed. If you have any questions, I would PM him and see what he thinks or how he vented the cap or maybe just driving it for a while and pop the cap and see if it has created a vacuum.
