Really the only time I shift to 6th is at 65 mph and above. Maybe lower if it's really flat, but I try to keep the engine above 3000, 3500 preferred.
And yes the speedometer is notorious for being inaccurate. The odometer isn't, fortunately.
Other thing to check if you are not the original owner and not replaced sprockets yourself is check if it's at the using the stock 17/41 tooth sprockets. Speed is measured off the front sprocket, so a change will change accuracy wildly. If they are not the stock sizes, you will need to either swap them back to stock size or buy something like a SpeedoDRD to calibrate the speedometer. Yours sounds within a reasonable margin of error though so it's probably fine.
