Do dirt bikes have titles in FL

Let me preface this by saying I have never owned a dirt bike before, only street bikes. I am looking to get my son a CRF50 for Christmas. I found a used one and talked the guy to 600. However he says it doesn't have title but will provide me a bill of sale. He stated many dirt bikes don't have them. Is this true? If so, is there any ownership documentation? Also, I am understanding that they need the yellow/green sticker to ride OHV trails? What documentation is needed to obtain this if there is no title?

Does it have a VIN?

It has a VIN. I had the guy take a picture and send it to me.

He states he has a bill of sale from the original owner and will provide me a copy of that as well as the bill of sale to me

Also I looked up the rules for getting an OHV registration. From what it looks like you can use title or a bill of sale?

Used Off-Highway Vehicle Purchased in Florida
after July 1, 2002
1. One of the following must be submitted as proof of
ownership:
? Florida certificate of title.
? A bill of sale (must include the year, make
and vehicle identification number of the
off-highway vehicle).

2. A form HSMV 82040, Application for Certificate of
Title, accurately completed by the applicant.
NOTE: If a lien is to be recorded, a lien date MUST be
shown.

3. A lien satisfaction(s), if applicable.
NOTE: If a lien is shown on the bill of sale, a lien satisfaction
is applicable.

4. Payment or Proof of Payment of Sales Tax.
