Go with the 650, you get ABS and a bike capable of 60 MPG. The first gen 1000's are "very" temperamental and usually need quite a bit of tweaking to make them run like they should.
A DL650 is a much more sorted out bike than a first-gen DL1000.
As far as price goes, it his hard to give you a meaningful idea of the value in your area without knowing what country and perhaps province, state or territory you are from.
I'm sure 2011 was the first year all 650s in the USA came with ABS. It was not available in orange and was optional in gray. I think that ABS only happened in 2009 for Canada, but I'm not sure.
