I suspect, more than anything, it was a styling exercise. I'd be surprised if it built up enough dynamic pressure at the inlet to flow much, being as it was behind the frame tube and front wheel, at least at any realistic speed. Maybe helped keep the gas tank a little cooler, though. Never had a 2-stroke street bike, but I'd imaging the fuel economy pretty well sucked.
