Considering the recent performance of the electorate in the US, it's not funny, it's absolutely perfect.

Ahhh! We are boiling down to the "who has a right to vote" question. It seems that when all the sifting is done, that last granule that didn't make it thru is the "qualified" granule. I'm all for it! Responsible voters!

I think a completely fair and intelligent method of determining suitability for voting should be a short civics test before the ballot is handed out. If you don't know anything about US gov't or history your vote is not just useless but counterproductive since it can cancel out the vote of a well-informed citizen.

And it would save a lot of money. Some states (you know who you are) could get by with just a few polling stations.

I want to be in charge of the test. I wouldn't want people who didn't think like me to be voting against my interests.

You don't have to be a member of either party to know that there are 535 members of Congress, for example, or that there are nine Supreme Court justices. Simple factual info such as you might find in a high school civics exam is not partisan.

Frankly, the test could be as simple as asking the potential voter to wright down the names of the candidates for at least two parties. That would include president and vice-president of two parties. 4 names.

Voting is a physical process that is performed by a qualified person to express his acceptance of a single candidate between two or more candidates.

Ha! I just made that up but it sounds good!....
Back to the point, how can you qualify to "vote" if you don't know who you are voting against?
Of course I would love a practical examination to qualify, and have a registration card that I had to earn but I can dream too, I guess....for now!

Hah! I've been saying we need a poll test for some time now. As you say, something simple like knowing the names of the top four candidates or something. The practical exam would be nice but let's start with baby steps . . .

Do people like me get to survive the test? I voted for a gentleman named Jon Huntsman in the most recent presidential election -- it's called a "write-in". I still wonder if anyone noticed...

And I never ate a Twinkie but can be classified as addicted to Hostess cupcakes.

.
Guys, you are approaching this from the wrong end.

It is not so much the voters who need to be qualified . . . but it's the candidates who need to be qualified.

And their first qualification would be to have "clean hands" ~ to be un-indebted to any finance-providing interest-group.

In effect, that would need a shoe-string campaign or some governmental money ~ but I doubt that any current plutocracy would permit such a system !
.
