People do these stunts to show off how wonderful their bikes are handling. They don't realize that straight line stability is not the same thing as good handling. The same people driving this way will have a look of white knuckle terror at the first sign of an S curve. As for getting cited for not being in control, that is true in the U.S. as well. I can guaranty that they would never act that way in the presence of a cop.
