Very, very few accidents (under 10%) are caused by mechanical malfunctions. When Nebraska had an inspection law, unscrupulous mechanics saw it as a permit to fleece consumers, many of whom had no idea if the alleged "violation" was true. Conversely, others made even more money doing nothing except charge a premium "fee" for passing vehicles that wouldn't otherwise. Had a bike dealer try to insist that I replace an exhaust because of a drain hole at the bottom of the muffler. BTW, is there an exemption for dual purpose bikes (KLR, XR-L, etc.) on the ABS? I'm guessing, if not, they just won't be available in those markets. I wonder if they'll 'red-tag' bikes with tuning boxes on the fuel injection?
