Tank venting question ('04 650)

Just getting to know my new (to me) '04 Wee w/ 75K miles and need a little knowledge...

After a VERY brief run I heard gas cap hissing about a minute after shutting off bike. Today I changed the rear spark plug and it look fuel fouled (haven't gotten to the front plug yet). I'm wondering if my tank could be partially vacuum locking due to poor venting. Haven't noticed any engine stumbling.

Does the tank vent through the gas cap? I see a tube running from the bottom of the tank towards the ground. Is that an overflow tube, or a vent tube?

Not sure if air pressure was seeping out or sucking in.

It matters. Your's would vent through the fuel cap. California legal bikes vent through a tube inside the tank that gets connected to a charcoal canister. See Gas Caps: Vented, non-Vented, and how to change the tumblers

Pat- 2007 DL650A was ridden to all 48 contiguous states. I didn't quite make it to 17,000 miles on the 2012 DL650A.
Nicknames I use to lessen typing, Vee = 2002-2012 DL1000s. Vee2=2014+ DL1000s. Wee = 2004-2011 DL650s. Glee = 2012+ DL650s

Good to know. So that tube must connect to the over-spill hole next to the gas hole.

So is it likely that the tank was spewing out pressure from an engine warm up since it was hissing after such a brief ride? I'm talking about a mile. I'm thinking the warm engine expanded the cool fuel.
