This might be a silly question, but I'm curious as to how people deal with this "issue". I recently got myself a top case for the first time ever (Givi trekker outback). I'm happy with the design and how much room there is, but my question is: how do you deal with stuff being loose in there? When there's not much things in the case (say for example, a single bottle of water), they're obviously bouncing and shifting around in there while riding, which can get quite annoying. For now I use a small backpack that I keep in there to put stuff in and that keeps it somewhat secure, but the backpack itself also tends to shift around.
Some kind of elastic net inside would be great, but there are zero fixation points inside the case. I was thinking I could put some velcro tape inside and work with that to fixate things to. Any other ideas? How do/would you deal with this?
I try to keep my top case somewhat empty so that there is room to store my helmet at lunch stops and the like. I have not noticed things moving around but have mostly soft items.
Gerbing heated gloves and controller, light rain cover for my jacket, pack of ear plugs and a Colorado road atlas. I find that there are just enough soft things in there to stash a water bottle and have it stay put.
I put a sheet of rubber on the bottom of my Hardigg case and put a lot of loose crap in a plastic container with a tight lid(Tupperware).
The other things are in a zipper bag and I've got a micro fiber cloth for cleaning the helmet shield and wind screen that provides a cushion for the can of cleaner and chain lube.
Jam an extra jacket or pair of gloves in the for more padding.
An empty box isn't any fun. Bring more stuff!
Slightly off topic, but I use my tank bag for small items. I would be without a top box before i went without a tank bag. It carries smaller items much better and is readily accessible. For a long time, i only ran my top box on trips. Lately, I've been leaving it on, even though it's mostly empty.
I believe others have answered your original question though. Throw some clothes in there. Rain gear, etc.
I've also found that you have to contain and pad your stuff.
I bought some tough nylon zippered pouches at Home Despot for my tools and supplies. Tire stuff goes in one, electrical stuff in another, etc. I think a set of four was eight bucks or so.
I switch between three different bikes with varying amounts of room, so it's easy to just stack the bags differently according to what each needs.
Another solution if you mostly ride one bike is to find a case or tool bag to put your tools and essentials inside. Look for a padded bag from medical or technical equipment that's no longer needed. I've also found a good selection of random equipment bags at Goodwill.
I keep one those insulated shopping bags in there. Its perfect for me. Its soft padded and i use it all the time for something like a book, a bottle or actually getting groceries. Its the kind that folds flat. Makes a nice bed for the helmet too.
I normally have a small plastic container in the top case for securing the small stuff like cables and SD cards etc. I have 2 soft side cooler cases which I use for carrying water and drinks, and then I have some space left for extra ( winter/summer ) gloves etc. With these in there, nothing moves around and there is still plenty of space to put my helmet in there at a stop, or a jacket etc.

1++ Set of 3 stuff sacks at Wally World for 10 buck.
