This can occur for a few reasons. Sometimes the member username isn't included in the paypal donation or by snail mail.
Or it may have been accidently overlooked either by e-mail (we get a bunch of spam that makes it easy to miss the real stuff) or through a PM.
If for some reason you haven't been upgraded, PM a note to $tromtrooper.
