Coming off of an 07 SV 650S I notice when I let off the throttle on my SV 650S the bike engine holds back like it should, on the 2011 650 V Strom there are times like if I am letting off the throttle in 3rd or 4th gear. even though the throttle is closed it seems like something is not letting it decelerate and hold back like the SV does.

Probably a result of different gearing, different camshaft profile and the greater crank inertia (heavier flywheel) of the DL650. All of those have an effect on engine braking.

Also may be emission control dependent. As you get down below 3k RPM, the emission controls may open the throttle a bit to maintain a cleaner burn.

most likely the idle rpm is set a little higher

engine braking is a result of pulling vacuum thru closed throttle plate, if the idle is higher the opening is bigger, and less vacuum

Does that model year have a slipper clutch? Some riders don't like the engine braking that is inherent in the earlier year models. Personally, I absolutely LOVE my engine braking characteristic.

remember also that the V-strom is a heavier bike and will not slow down as quickly with the exact same engine, but I still think the idle is 25 or 50 rpm higher

If I had to guess the way it feels when I am letting off the throttle it may be emissions related, can the emissions be removed or is not a good idea on the strom, when I decelerate it does it for a second or two and something in the emissions or computer that is making the engine increase the rpms ever so slight for about 2 seconds and then it works normally

How are throttle cables? Does the throttle rotate easily and return immediately to the stops when released?

The emissions stuff can be fairly complex. I believe that there are stepper motors in the throttle bodies that are controlled by the fueling computer with input from the O2 sensor. Probably not something you want to mess with.

I had a similar thing, I'd close the throttle, engine braking would kick in but then I'd have little surge for a second or two and then back to engine braking. Turned out he air filter needed changing (it had done 17,500km). I changed it and no more surge.

Not being hampered by any great knowledge on the subject my reasoning goes something like this:
I close the throttle, the engine slows down, the semi clogged air filter lets less air through than it should resulting in a richer mixture, the gremlin box says 'shiver me timbers we're polluting the atmosphere' and opens the throttle a little then everything settles back down to where it should be.

But thats just my theory..
