'05 wee. 70k mi. Fresh battery. Will not turn over. Starter only clicks as if
battery was dying. Anyone have this issue and how was it resolved?

Not sure what a "fresh" battery means. I have had batteries that meter @ 12 volts but do not have enough amp to crank it. How old is the battery? If you are sure you have a good battery I would start looking at the battery connects & battery cable connections for being loose or corroded, even the starter connections. Good luck & hope you find it fast.
