I don't believe the Wee is restricted in any way except for maybe in lower gears for emmissions or sound requirements
the big Vee is restrcted in every gear except 4th, the timing is retarded in lower gears to meet EPA sound requirements, it the upper 2 gears its restricted cause the bike ain't safe over 130mph, you can actually hit your fastest top speed on the Vee in 4th gear, it will pull easily to over 130
their explanation of what it does is hokey though, 5th and 6th are only restricted at top end, the Vee is sluggish at lower speeds cause its a very tall overdrive gear and with stock gearing, you really shouldn't see it till your going 75-80
